APS-C on a Full Frame

This question may be obvious and stupid, lenses on a cropped sensor have a x (times) factor when using full frame lenses, when changing the mode into APS-C mode does this still happen on a full frame body with full frame lens?

E.G. does a 50mm act like a 75mm (1.4x)?

Yep, as long as you're in APSC mode, otherwise you get no magnification and a black ring around your picture from the area where the sensor is blocked by the smaller lens.
