I already own the 200-600, I am also considering buying the Sony100-400 to go with my impending A9ii purchase or would I be better off buying the 70-200 f/2.8 and I could use my 1.4x converter? 99% of my photos are birds.
 
IMO for birds around 600mm is the price of admission, and for BIF it's best to have around 800mm.
Otherwise you're looking at hides or a lot of stalking.

Depends on the intended subject really. I am considering the 100 400 for Butterfly/Dragonfly shots because of the close focus ability. I'd also go for the Tamron 70 180 over the Sony now.
