Sphaerophoria scripta - the long hoverfly.
It belongs to the family, Syrphidae.
Between 7 - 12 mm long.
Fun to try to photograph on a windy day.
I can see where it's trying to go, it obviously knows where it wants to go but the wind doesn't want to make it easy
