This crow was relentlessly harassing one poor seagull. There were several other seagulls on the railing who were unperturbed by the battle.

In the background is a multi-coloured freight train across the bay.
I could have removed the backsides of the two seagulls in the bottom-right corner, but I don't like making those kinds of edits.

EDIT
I forgot that I have ON1 2025 (that has a "Generative Eraser"). This was easier to use than Capture One's Eraser Brush or Clone Tool. So here it is without the other seagulls' hind ends.

I would have no hesitation whatsoever doing that. Aside from that, that’s the strangest sealgull I have ever seen.

I didn't even know there were seagulls that aren't white.

As for the bottom-right corner I didn't notice until you mentioned it, as the main subject is perfectly framed. It's not too distracting.
 
It's a juvenile, they go through various colour phases before they get the adult uniform.

Winter plumage also differs from summer.

You have to be a real expert to identify gulls proficiently through all the phases.

Apart from that, the whole shape of the thing - tail, wings, head, beak, look nothing like any of the gulls we get here.
 
I'm not particularly good at gulls or most birds to be honest, but lens suggests it's similar to Glaucous winged gull.

That lead me to look at juvenile great black backed gull. I reckon it's probably that.

I'm not confident, see above.
