I can't believe how relaxed these deer are in your presence.

Chances are they are protected. The deer in my town are protected within the city limits. The elk herds are quite tame and quite visible in the farmers fields and in the marshes and across lawns and so forth. Until the hunting season opens. Then they melt into the woods.
