I have seen these at my local pond, Google says the species was introduced to North America and live in several states now.

Chris, I think it is an annoying bird always bother other birds. But i like the colours.

They always seem like "outsiders" at my local pond, maybe the other birds don't like them either
I agree with you though, the colors, the ring around the neck and the signature eye patches, they are truly interesting to see.
