I have a couple of apps on my (Android) phone for finding things in the night sky, tracking twilight times, etc. but I'm curious if there's a site or an app you can use for planning shots. For example, can I look up when the Milky Way will line up in a certain landscape or object?

I like the augmented reality nightime view in PhotoPills. The app isn't as intuitive as it could be though.
Stellarium is the astronomy app I use on desktop and phone.
TPE is the photography sun/moon location app I use. I've used it since before PhotoPills existed.

Someone still needs to develop an all in one software.
